Sam doesn't regret standing up for what he believed to be the right thing, and his opinion at least on that version of the Accords has not changed a bit so far, but... he very much regrets where it all led, especially when the disagreements over the Accords got tangled up in what happened with Bucky. Hindsight, and all that. If he could do it all again he might not change his overall stance, but he might change how he approached that complete shitshow.

Wouldn't take back firing Redwing right into Tony's face, though. Genuinely no offense to the guy, but as far as shenanigans in combat goes, Sam can honestly say that was the funniest maneuver he ever pulled, the overall seriousness of the situation notwithstanding. ]
