First of all, welcome back to our last wave of personnel. If you have any questions concerning how best to get integrated, please reach out to any members of previous groups.

I have some information regarding the missing criminal Zandr--or rather, a lack of information. I have done what research I can into his records, but it seems all details of his background have been classified under a "Protocol 1-9-88." All I was able to find out about this protocol is that it is used for: "information that could potentially endanger or grievously harm the Federation or any of its main Departments."

Unfortunately, I have been unable to access anything further. I would urge anyone who has managed to secure a position working for the Federation to look into this if you can. In my opinion, any information the government seeks to suppress is information worth knowing.
